P70 - Renewal of Class 2 & 3 Driver's License
It is the responsibility of all drivers to renew their driver's license
prior to the expiration date. You may renew your Hawaii driver's license
at any driver's licensing office within 6 months prior to the expiration
date.
The following list the requirements to renew your Hawaii driver's
license at all county of Maui driver licensing offices:
- Complete a driver's license renewal application that is available at
all driver licensing offices.
- Pass the required vision exam.
- Payment of the appropriate fees.
- If you have outstanding traffic violations you will be required to
submit a clearance letter from the traffic violations bureau.
If you are temporarily out of the state you may renew your driver's
license by mail. Please refer to the renewal by mail information
section.

(h) Notwithstanding subsection (a), any applicant for a renewal of a
driver's license who is a member of any component of the United States
armed forces and who is on active federal service outside of the State
at the time the applicant's license should be renewed, may file an
application for a renewal of the driver's license, which shall be
accompanied by verification of federal active service outside the State
as required by the examiner of drivers, within ninety days of the
applicant's return to the State or discharge from hospitalization. The
examiner of drivers may waive the reactivation fee otherwise required by
section 286-107.5.

P71 - Renewal of Commercial Driver's License
It is the responsibility of all drivers to renew their Hawaii commercial driver’s license prior to the expiration date. You may renew your Hawaii commercial driver’s license only at the Kahului, Molokai, and Lanai driver’s licensing office. You may renew within 6 months prior to the expiration date of your license.
The following list the requirements to renew your Hawaii Commercial Driver's License:
- Submit a medical clearance form. The form is available at the Kahului, Molokai, or Lanai driver’s licensing office.
- Pass the required vision exam.
- If you have a hazardous material endorsement and you wish to retain it you will be required to pass the written hazardous material knowledge exam.
- Payment of the appropriate fees.

P72 - Renewal of Expired License
All driver's licenses expire at 12:00 midnight on the expiration date. You may not drive once your driver's license has expired.
An expired driver's license may be renewed within 90 days after the expiration date without penalty. If the 90th day falls on a weekend or holiday, the renewal, which includes payment of the required fees, must take place by the last working day prior to the 90th day. If the renewal is not initiated, or in the case of renewal by mail, the envelope is not postmarked before 12:00 midnight on the 90th day, a reactivation fee of $5.00 for each 30 day period will be assessed in addition to the appropriate driver's license fee.
An expired driver's license becomes invalid if it is not reactivated within one year after the expiration date. If the one year period falls on a weekend or holiday, the reactivation, which includes payment of the required fees, must take place by the last working day prior to the one year reactivation period.
Please note that if your driver's license becomes invalid you will be required to apply for a driver's license as a new applicant.

P73 - Renewal by Mail
Applicants with a valid category 1, 2 or 3 Hawaii Drivers' license issued by the
County of Maui may request renewal by mail from the county that issued the license.
To renew by mail, the applicant must submit a letter signed by the licensee, requesting renewal by mail. The letter must contain the applicant’s full name, date of birth, mailing address, license expiration date and either a copy of their current Hawaii Driver’s License or their Hawaii Driver’s License number

Renewal by mail requests are accepted six months before the license expiration date. Each license holder is limited to two consecutive renewals by mail. Resident military personnel and their immediate family may request for renewal by mail as many times as necessary if they reside outside the state of Hawaii on official military duty.
The applicant will be sent a renewal packet containing a driver's license application, a medical and vision form, a signature form and further instructions. As part of the renewal by mail process, the applicant will be required to arrange for a “right thumb” impression (on the application form contained in the packet) from a law enforcement agency in their area.
The new plastic license may not contain your picture. If your new license is issued without your photo, it will contain the statement “VALID WITHOUT PHOTO” instead.

P74 - Class 3 Instruction Permit
To apply for a Class 3 instruction permit the applicant must be at least
15 years and 6 months of age. All applicants must present original or certified
copies of the following:
- Proof of social security number. The following are acceptable proof of social security number:
- Original social security card (no copies) in name of applicant;
- State of Hawaii Identification card;
- Medicaid card in applicant’s name; or
- Military identification card or DD-214 (Official discharge order).
- Proof of date of birth and name(Birth certificate required for applicants under the age of 18). The following are acceptable proof of name:
- State Certified birth certificate;
- State of Hawaii Identification card;
- Certified divorce decree with legal name change for females to assume maiden name;
- U.S. Immigration & Naturalization documents;
- State certified marriage certificates; or
- Certified decree of name change - State documents by courts or lieutenant governor’s office, State of Hawaii.
If the applicant is under the age of 18, the application must be signed by one of the following:
- If both the father and mother of the applicant have custody both the father and mother must sign.
- If only one parent has custody of the applicant, the custodial parent must sign.
- If neither parent has custody of the applicant, and the applicant has a custodial guardian or guardians, all the custodial guardians must sign.
- If neither parent has custody of the applicant, and the applicant has no custodial guardian, a responsible person who is willing to assume the obligation may sign.
The person who has signed shall be jointly and severally liable with minor applicant for any damages caused by such negligence or misconduct.
The instruction permit will be issued upon meeting vision requirements, successfully passing a general driving multiple choice test, and payment of the appropriate permit fees.
Instruction permits are valid for one year and may be renewed no more than thirty (30) days prior to or ninety (90) days after the expiration date. If your instruction permit is not renewed within ninety (90) days after the expiration date of the permit, you will be required to apply as a new applicant.
Note: Permit holders under 18 years of age who renew their permit within thirty (30) days after the expiration date will maintain their original date of eligibility for a road test. If the permit is renewed after thirty (30) days and before ninety (90) days after the expiration date a new ninety day waiting period will be required to become eligible for a road test. P75 - Class 4 Instruction Permit
To apply for Class 4 instruction permit the applicant must meet the following requirements:
- Be 21 years of age or older.
- Possess a valid class 3 state of Hawaii driver's license.
- Pass the required vision test.
- Submit a medical clearance form that is available at all County of Maui Driver Licensing offices.
- Submit a clearance from the traffic violations bureau if the applicant has any outstanding citations.
The class 4 instruction permit will be issued upon payment of the appropriate permit fee.

P76 - CDL - Class A, B, or C Permits
To apply for an A, B, OR C Instruction permit the applicant must meet the following requirements:
- Be 21 years of age or older.
- Possess a valid class 3 state of hawaii driver's license.
- Submit a completed medical clearance form. The form is available at all County of Maui Driver Licensing offices.
- Pass the required vision test.
- Pass the required written knowledge test(s).
- Submit one 2 inch by 3 inch color photo (front facial only).
- Submit a clearance from the traffic violations bureau if the applicant has any outstanding citations.
The class A,B, or C instruction permit will be issued upon payment of the appropriate permit fees.

P77 - Vehicle Requirements for a Class 3 Road Test
Vehicle Requirements For A Class 3 Road Test
The applicant is required to provide the vehicle that is to be used for the road test and meet the following requirements:
- The vehicle must meet all safety standards .
- Provide an original current motor vehicle registration.
- Provide an original valid Hawaii insurance identification card. Information on the identification card must match the registration certificate and provide:
- Name of the registered owner
- Make and serial number of the vehicle
- Names of the insured and insurer, policy number, and effective dates of coverage. If there are two registered owners, the insurance card must show at least one of the names. If the vehicle is leased, the insurance card may be in the name of either the leasing company or the lessee. However, if the insurance card shows the name of the lessee, you must provide proof of the lease agreement.
A rented vehicle may be used for the road test only if the applicant has a valid out of country license with an international driver permit and meet the following conditions:
- The applicant's name must be listed on the rental agreement.
- Obtain vehicle’s valid registration, safety inspection certificate, and a Hawaii insurance identification card from the rental company.
The examiner may reject any vehicle which is deemed unsanitary or unsafe. Road tests may be cancelled by the examiner of drivers due to inclement weather or unforeseen emergencies, as deemed necessary without notice to the general public.

P55 - Class 3 Road Test Appointment Information
Class 3 road test appointment information.
Both the applicant and the accompanying driver are required to check in
at least 30 minutes before the scheduled appointment and pay the appropriate
road test fee.
The road test applicants for classes 1, 2 or 3 driver's license are required to present their valid instruction permit.
Applicants for a type 3 license road test must be accompanied by a duly licensed driver who is 21 years of age or older. The accompanying driver will be required to present their valid driver's license to the examiner.
All applicants under 18 years of age wishing to take a road test must meet the following requirements:
- Must be at least 16 years of age
- Possess a valid permit for at least 180 days
Note: Permit holders under 18 years of age who renew their permit within thirty (30) days after the expiration date will maintain their original date of eligibility for a road test. If the permit is renewed after thirty (30) days and before ninety (90) days after the expiration date a new 180 day waiting period will be required to become eligible for a road test.
- Present their Driver’s Education Student Completion Certificate and Behind-the-Wheel Student Completion Certificate at any driver licensing office prior to requesting for a road test appointment.
- Driver’s License road test services are available at the Kahului Service Center, the Kihei Satellite office, the Lahaina Satellite office, Hana and on the islands of Lanai and Molokai.

The Kahului Service Center is located at the Maui Mall Shopping Center,
70 E. Kaahumanu Avenue, Suite A-17. To book a road test appointment, call 270-8080 one work day prior to the day you wish to take the road test beginning at 7:45 a.m. Monday through Friday. . Appointments are confirmed daily on a first call,
first served basis. Please have your permit number ready to give the Customer
Service Representative when they answer your call.
The last Driver's License written test is administered at 3:30pm.. Please note, if you are not issued a test by 3:30pm you will be advised to return the following work day to take the written test.

The Lahaina office is located at the Lahaina Civic Center, on Civic
Center Road, just off Honoapiilani highway. Office hours are from 8:00
a.m. to 10:45 a.m. and 12:00 noon to 3:30 p.m. on Monday through Friday.
Closed on weekends and holidays.
Written tests are administered between 8:00am and 10:15am and between
12:00 noon and 3:00pm. Please note, if you are not issued a test by
10:15am, you will be advised to return at 12:00 noon to take your test.
If you are not issued a test by 3:00pm you will be advised to return the

P58 - Kihei
Kihei
The Kihei Office is located at the Kihei Community Center, 303 East
Lipoa Street in Kihei. Office hours are from 8:00 a.m. to 3:30 p.m.
Monday through Fridays. The office is closed on weekends and holidays.
Written tests are administered between 8:00am to 3:00pm. Please note, if
you are not issued a test by 3:00pm you will be advised to return the
following work day to take the written test.

P63 - Out of State License Transfer
You may drive in Hawaii with a valid driver's license issued by another state if you are 18 years of age or older.
If you wish to obtain a Hawaii driver license, all requirements for licensing must be completed before your out of state license expires. You will be required to present your original Social Security Card (a laminated Social Security card will not be accepted) and pass a 30 question multiple choice examination. If you obtain more than 6 errors, you will fail the examination and will be required to wait seven days before you are eligible to retake the examination. The appropriate examination fee will be collected before the test is administered. Failure to pass the examination shall not be grounds for a refund. Depending upon a record check and surrender of your out of state license, the road test may be waived.

P64 - Duplicate License
Obtaining a duplicate driver's license.
If your license is stolen, mutilated, lost, or if you have a change in your name, address, height, weight or sex, you may apply for a duplicate license at any driver's licensing office. Proper identification must be presented at the time of application. The duplicate license will be issued upon payment of the appropriate fee.

P65 - Financial Responsibility
Due to the confidentiality of our records, all records are protected by both federal and state privacy acts. If you wish to check your records regarding financial responsibility requirements, you must appear in person with proper identification. Confidential information will not be given over the telephone. Due to the extensive research necessary to retrieve your file and answer questions you may have when you appear in person, it is important that you arrive no later than 3:30p.m. this time period will allow us sufficient time to recall your records, explain the reason for the financial responsibility requirement and answer any specific questions you may have.
If you have received an order of security requirement or suspension notice, the order was issued as a result of your involvement in an accident which the police officer has classified as a major accident. You may purchase a copy of this police accident report from the traffic division of the Maui Police Department. If, at the time of the accident, you possessed a valid insurance policy, refer to item 1 on the reverse side of the order you received. Contact the insurance company who issued your policy at the time of the accident and they will assist you with the submission of the SR-21 form. Only insurance companies have the SR-21 form. This office does not provide this form.
If you have received an order of requirement for proof of financial responsibility or suspension, the order was issued as a result of a traffic court conviction. If you are required or choose to submit an SR-22 form, please contact your insurance company as they will be able to assist you with the submission of the SR-22 form. This office does not provide this form.
