Mission: To contribute to the attainment of countywide goals by attracting, developing and retaining a professional work force and by contributing to the establishment of the best possible work environment.

Program Description: The function of the Personnel Administration and Management Support Services program is to classify positions, recruit for qualified applicants, train employees, and handle labor relations issues in a timely, efficient, economic, and judicious manner. The Civil Service Commission hears appeals by any officer or employee aggrieved by any action of the Director of Personnel Services or an appointing authority, and advises the Mayor and Director on problems concerning personnel administration.

  • Civil Service Commission
    Charter Section 8-9.4. The civil service commission shall consist of five members appointed by the mayor with the approval of the council. The civil service commission shall:

    1. Adopt rules having the force and effect of law to carry out the provisions of the civil service laws of the State.
    2. Request an annual appropriation for the operation of the department.
    3. Hear appeals, in accordance with law, by any officer or employee aggrieved by any action by the director of personnel services or by an appointing authority.
    4. Advise the mayor and director of personnel services on problems concerning personnel administration.
    5. Have such other powers and duties as may be provided by law.
