Moped Registration

Important News:  Effective January 1, 2017, the Division of Motor Vehicles & Licensing (DMVL) reminds Moped owners of Act 200 of the Hawaii Session Law 2016 will require significant changes to Moped registration throughout the State of Hawaii.

Act 200 will require moped owners:

  1. To convert their permanent registration to an annual registration. The total fees will be $33.25 which are comprised of:
  2. a.Annual registration fee of $27.00;
    b.License plate fee of $5.75; and  
    c.Emblem fee of $0.50.  

  3. To have their mopeds successfully pass an annual Hawaii safety check inspection.  Safety Inspection Stations may charge an inspection fee of not more than $13.24 plus tax for each moped inspection.
  4. To securely fasten the license plate on the rear of the moped, displayed entirely unobscured, and be kept reasonably clean.
  5. To affix emblem on the upper right portion of the moped license plate.  The emblem bears the moped license plate number and the month and year of registration expiration.

Definition

"Moped" means a device upon which a person may ride which has two or three wheels in contact with the ground, a motor having a maximum power output capability measured at the motor output shaft, in accordance with the Society of Automotive Engineers standards, of two horsepower (one thousand four hundred ninety-two watts) or less and, if it is a combustion engine, a maximum piston or rotor displacement of 3.05 cubic inches (fifty cubic centimeters) and which will propel the device, unassisted, on a level surface at a maximum speed no greater than thirty miles per hour; and a direct or automatic power drive system which requires no clutch or gear shift operation by the moped driver after the drive system is engaged with the power unit.

Convert Existing Moped

In order to convert a moped permanent registration to the annual registration, Moped owners must provide the following:
a. Complete Form DMVL514-12-16 – Application for Moped Registration
b. Registration/conversion notice or permanent registration card
c. Current Hawaii moped safety inspection certificate.  If a temporary Hawaii moped safety inspection certificate is presented, the only defect acceptable is registration.
d. Pay the appropriate fees.
e. Owners transacting by mail must include their registration/conversion notice or permanent registration card, a copy of their current moped safety inspection certificate and include payment for the appropriate fees.

Moped owners who obtained their certificates of moped registration prior to February 2010 are required to present their permanent registration card and certificate of safety inspection at the time of registration/conversion.  All moped owners are required to complete the transition to an annual registration and obtain a moped license plate by the end of 2017.  

New Moped Registration

First time initial moped registration owner(s) must provide the following:
a. Complete Form DMVL514-12-16 – Application for Moped Registration
b. Original Manufacturer Statement of Origin (MSO)
c. Current Hawaii temporary moped safety inspection certificate with registration defect only.
d. Pay the appropriate fees.

Out of State Transfer

In order to register an existing moped brought from out of state, the Moped owner(s) must provide the following:
a.Complete Form DMVL514-12-16 – Application for Moped Registration
b.Moped Registration and/or Title dependent on state
c.Current Hawaii temporary moped safety inspection certificate with registration defect only.
d.Pay the appropriate fees.

Ownership Transfer

Upon Transfer of registered ownership for a moped, the transferor and the transferee shall:
a. Write their signature(s) with pen and ink upon the certificate of registration for the moped.
b. Current Hawaii moped safety inspection certificate.  If a temporary Hawaii moped safety inspection certificate is presented, the only defect acceptable is registration.
c. Within thirty (30) calendar days of the transfer of registered ownership of a bicycle or moped, the transferee shall forward to the Director of Finance the certificate of registration so endorsed.
d. Pay the appropriate fee.
e. If the transferee fails to transfer registration within thirty (30) calendar days, a penalty fee shall be charged. 

Replacement Plates or Emblem

In the event a moped emblem or plate is lost, stolen or mutilated; the owner shall provide the following:
a. Complete Form – DMVL574-08-08 – Application for Replacement Plates or Emblem
b. Current Moped Registration Certificate or Permanent Registration Card
c. Pay the appropriate fees.


Duplicate Registration

If the certificate of registration is lost, stolen or mutilated; the owner shall make application for and may obtain a duplicate certificate thereof upon furnishing satisfactory information to the Director of Finance the owner shall provide the following:
a. Complete Form – DMVL404-12-16 – Application for Duplicate Moped Registration
b. Pay the appropriate fees.
