Minor Registration
Overview
Minors under 18 years of age must be registered with the Department of Liquor Control before being employed in a liquor-licensed business. Pursuant to section 08-101-73 (Employment and registration of minors) of the Rules of the Liquor Commission, “no person under eighteen years of age shall be employed in any section of a licensed premises where liquor is sold, stored, served, consumed or readily accessible or available….”
Registration Eligibility
- Minors 16 – 17 years of age.
- Minors under 16 years of age may be registered for theatrical employment only.
- Minors 18 – 20 years of age do not need to register with the Department.
Required Documents & Payment Information
- Department of Liquor Control Minor Registration form.
- Must be completed and signed by a CORPORATE OFFICER or AUTHORIZED AGENT of the employer (on file with the Department).
- Only documents with original signatures will be accepted. No electronic signatures or copies.
- The minor or the minor's parent/legal guardian should not complete the form.

- Government-issued photo identification (unexpired and undamaged) of the minor.
- If a minor does not have proper identification, a one-time temporary thirty-day registration card may be issued if the minor presents one of the following:
- Birth certificate (Photocopy ok)
- School identification card
- The minor must submit proper identification before the expiration of the temporary card.
- Government-issued photo identification (unexpired and undamaged) of the parent/legal guardian of the minor.
- Legal guardianship documents, if applicable.
- If a minor does not have proper identification, a one-time temporary thirty-day registration card may be issued if the minor presents one of the following:
- $10 registration fee, cash or check only.
***Please be advised that the appointment will be canceled if incomplete/incorrect documents are provided. Another appointment will be scheduled once the proper paperwork has been obtained.
Procedure
- Contact the Licensing Division at 808-243-7063 to schedule an appointment.
- Appointments are available Monday thru Friday, excluding State/County holidays and special events. Registration for Walk-ins is not guaranteed as it is based upon staff availability.
- Please have the form with you when contacting the Department to verify the information.
- Registration must be done in person with the minor and parent/legal guardian present at the Department of Liquor Control.
- Bring the required documents and payment to the appointment.
- During the appointment, the minor and parent/legal guardian will meet with a liquor control officer to review the restrictions and responsibilities of minors working in a liquor-licensed business.
- Department will issue the minor a registration card which must be kept in the minor's possession or be readily available for inspection at the minor's place of employment while the minor is on duty.
