Direct Shipment of Wine by Wineries
In order to obtain a direct wine shipper permit from the Liquor Commission, any person must pay applicable fees and have a State of Hawaii General Excise Tax License from the Department of Taxation and one of the following:
The holder of a direct wine shipper permit may sell and annually ship no more than six, nine-liter cases of wine per household to any person 21 years of age or older for personal use only in the county that issued the permit.
In addition, the permit holder must:

6) Name and address of receiver
7) Product name, quantity (bottles/liters), and value
8) Date of shipment
General excise and gallonage taxes are not collected by the Department of Liquor Control. Please contact the State of Hawaii Department of Taxation at www.hawaii.gov/tax/ or 808-587-4242 or 1-800-222-3229.
This permit application only covers wine shipments made to residents of the County of Maui (islands of Maui, Molokai, Lanai). For wine shipments made to the Counties of Hawaii, Oahu, and Kauai, please contact:

- Class 1 license to manufacture wine under section 281-31
- License to manufacture wine issued by another state
Stipulations
The holder of a direct wine shipper permit may sell and annually ship no more than six, nine-liter cases of wine per household to any person 21 years of age or older for personal use only in the county that issued the permit.
In addition, the permit holder must:
- Ship wine directly to the person in containers conspicuously labeled with, "Contains alcohol: signature of person age 21 years or older required for delivery."
- Require that the carrier of the shipment obtain the signature of any person 21 years of age or older before delivering the shipment.
- Pay all applicable general excise and gallon taxes.
- Report the total amount of wine shipped within the respective county no later than January 31 each year to the Liquor Commission in each county where a direct wine shipper permit is held.
