The complaint is processed and seen by the Board’s staff secretary who forwards it onto the Board chair, its members, and the assigned legal counsel from the Department of the Corporation Counsel. Complaints received by the Board are kept confidential.

The Maui County Board of Ethics is made up of nine volunteer Maui residents. These volunteer members are charged with administering the Code of Ethics, Article 10 of the Revised Charter of the County of Maui (1983) as amended, adhering to the Maui County Code of Ordinances, Chapter 2.56 – Code of Ethics, and the Rules of the Maui County Board of Ethics, Subchapter 6 – Complaints, §04-101-60 thru 69.6.
In order to review all complaints thoroughly, the Maui County Board of Ethics requires that certain procedures be followed for processing:
An original complaint must be completed and submitted to the Board. There are two options for submitting a complaint; either 1) Electronically (e-filing) or, 2) a physical (paper) form that can be downloaded from the Board of Ethics web page.
E-FILING: To file a complaint electronically click on the following link, Maui County Board of Ethics: Formal Complaint Form. Complainants (filer) are to complete each section as required and carefully review the form prior to submitting to the Board of Ethics (“Board”).
When you select submit, your completed and signed form will be transmitted to the Board. An email confirmation and a copy of your complaint (in PDF format) will be sent to you for your personal records. The Board staff will contact you via the provided email on the next steps of processing of your complaint, including the designated complaint no. and the scheduled date the Board will review it.
SUBMITTING A PHYSICAL (PAPER) FORM: The link to the form is located under “Quick Links;” Board of Ethics Formal Complaint Form (PDF) or CLICK on the image of the form on the main web page to download it. Complete all the sections on the form and mail to the address provided at the top of it.
Yes. If you intend to submit your complaint via e-filing, it is recommended you have those exhibits or supporting documents readily available to “upload” to the form when prompted.
If you intend to submit your complaint using the physical (paper) form, include any exhibits or supporting documents along with the completed and signed complaint form. Send it to the Board via the USPS to the address at top of form.

Preliminary review of a complaint is heard in, “executive session.” Should the Board determine the complaint has merit, the complainant is notified as is the respondent (alleged violator).
