Are complaints initiated by a member of the public reviewed in Regular (open) or Executive (closed) sessions?

Preliminary review of a complaint is heard in, “executive session.”  Should the Board determine the complaint has merit, the complainant is notified as is the respondent (alleged violator).  The respondent determines whether the complaint is to be heard in open or closed session.  For more information see the Maui County Board of Ethics Rules, §04-101-63.
