NOTICE TO BIDDERS 
SEALED BIDS for POOKELA WELL “B” - EXPLORATORY/BACKUP, DWS JOB NO. 15-05A, ISLAND OF MAUI, STATE OF HAWAII, will be received on the basis of MULTI-STEP SEALED BIDDING. For the unpriced first phase, technical offers referred to as the “Request for Qualifications” will be received in a sealed envelope furnished by the Department, until 2:00 P.M. (Hawaii Standard Time) on THURSDAY, OCTOBER 27, 2016, at the office of the Director of Water Supply of the County of Maui, located on the fifth floor of the Kalana O Maui Building, 200 South High Street, Wailuku, Maui, Hawaii 96793. AFTER EVALUATION OF SUBMITTED REQUEST FOR QUALIFICATIONS, qualified bidders whose Qualifications are determined acceptable will be invited to submit sealed price bids, which will be received by the Director of the Department of Water Supply, Kalana O Maui Building, 5th Floor, 200 South High Street, Wailuku, Maui, Hawaii 96793, until 2:00 P.M. (Hawaii Standard Time) on THURSDAY, DECEMBER 8, 2016, at which time and place sealed bids will be publicly opened and read aloud.

The project involves furnishing all labor, tools, materials and equipment as specified in the bid documents necessary to drill and case a 20-inch diameter well to a depth of approximately 1950 feet below ground, and testing the well to determine yield, including site preparation, and appurtenances at Makawao, Maui, Hawaii.

A compact disk (CD) containing the bid documents for this POOKELA WELL “B” – EXPLORATORY/BACKUP may be purchased from the Engineering Division of the Department of Water Supply at a cost of TEN DOLLARS ($10.00). There will be no refund for these bid documents once they are purchased. Payment shall be in the form of cash, cashier’s check or money order payable to "Department of Water Supply".

A pre-bid conference and project site tour has been scheduled at 9:00 A.M. (Hawaii Standard Time) on THURSDAY, NOVEMBER 10, 2016. All bidders ARE ENCOURAGED to attend. Bidders shall meet at the Department of Water Supply’s NASKA Baseyard Office at 614 Palapala Drive, Kahului, Maui, Hawaii.

To be eligible to bid, bidders or their subcontractor must possess a valid State of Hawaii Specialty Contractor's C-57 license. Bidders who are subcontracting the well drilling work must possess a valid State of Hawaii General Engineering “A” license. Bidders must NOT be more than 180 days over the Contract Time (without approved Time Extensions) on any current Department of Water Supply Capital Improvement Projects. This includes subsidiary companies.

Bids must be accompanied by an acceptable form of bid security in an amount not less than five percent (5%) of the amount of the base bid, including additives, payable to the "County of Maui" and in compliance with Section 103D-323, Hawaii Revised Statutes, as amended.
