COUNTYWIDE PUMP STATION RENOVATIONS

JOB NO. WW09-10

 

Pursuant to Chapter 103D, HRS, sealed bids for the following construction project: Countywide Pump Station Renovations, will be received by the Bid Receiver, County of Maui, Purchasing Division, 2145 Wells Street, Suite 104, Wailuku, Maui, Hawaii until 2:00 p.m. Hawaii Standard Time (HST), on Friday, August 14, 2009. Bids shall be addressed to the Bid Receiver Finance Department, 2145 Wells Street, Suite 104, Wailuku, Maui, Hawaii 96793 and shall be labeled "Countywide Pump Station Renovations." Bids will be opened publicly and read aloud immediately thereafter.

 

The work covered under this contract will be performed at the existing Pump Stations Kuau No.1 through Kuau No. 4 (all located along Hana Highway in Kuau and Paia, Maui), Spreckelsville Pump Station (located along Laulea Place in Spreckelsville, Maui), Kaa Pump Station (located along Alahao Street in Kahului, Maui) and Kaunakakai Pump Station (located along Maunaloa Highway in Kaunakakai, Molokai).

 

On Maui, the work at the Kuau No. 1 through Kuau No. 4, Spreckelsville and Kaa Pump Stations includes the furnishing of labor, materials, supplies and equipment required for the demolition of four partially below-grade dry well pump chambers (Kuau No. 1 through Kuau No. 4 Pump Stations) and two below-grade dry well pump chambers (Spreckelsville and Kaa Pump Stations); demolition and removal of pumps, piping and appurtenances; renovation and retrofit of the existing concrete wetwells; installation of wet pit submersible pumps, piping and appurtenances; electrical modifications; replacement of existing diesel emergency generators (at each pump station except the Kaa Pump Station); sewage bypassing during construction, traffic control; and supporting sitework.

 

On Molokai, work at the Kaunakakai Pump Station includes the furnishing of labor, materials, supplies and equipment required for demolition and removal of pumps, piping and appurtenances; renovation of the existing concrete wetwell; installation of dry pit submersible pumps, piping and appurtenances; supporting structural, mechanical, and electrical modifications; replacement of existing diesel generator; and sewage bypassing during construction.

 

This project is a State Revolving Fund (SRF) funded project that is receiving federal funds through the American Recovery and Reinvestment Act of 2009 (ARRA). All projects funded with SRF federal or state funds must comply with all federal regulations listed as applicable "Cross-cutter" regulations which have been determined as applying to the SRF loan program. Due to the project receiving funds through the ARRA, the contractor shall perform all work in accordance with all applicable ARRA regulations, as specified in Section 00900, "Federal Requirements for SRF & ARRA Funded Projects".

 

SRF FUNDING INFORMATION

A. Percentage (%) of the total cost of the project which will be financed with SRF money - 100%.

 

B. Dollar amount of SRF funds for the project - $7.5 million.

 

C. Percentage (%) and dollar amount of the total costs of the project that will be financed by non-governmental sources – None.

 

Contract Documents and proposal forms may be obtained at the office of the Department of Finance, Purchasing Division, 2145 Wells Street, Suite 104, Wailuku, Maui, Hawaii at a cost of $50.00 per set.

 

Bidders must be qualified in compliance with Section 103D-310 of the Hawaii Revised Statutes (HRS).

 

To be eligible to bid, the prospective bidder must satisfy the requirements of Section 01011, "Qualification of Bidders". The County shall be the sole judge as to whether a bidder satisfies the said requirements by review of his "Bidder's Statement of Qualification" form. The said form, as made a part of these Contract Documents in Section 00200, must be properly completed sufficiently ahead of time and be received by the Design and Construction Section of the Wastewater Reclamation Division via mail, facsimile, email, hand delivery, or any other method with a time stamp proof of record, not later than 2:30 p.m. HST on Thursday, July 16, 2009.

 

Two mandatory pre-bid meetings and tours will be conducted for the project; one for the six sites on Maui and one for the site on Molokai. Interested parties are to meet at the Kuau No. 1 Pump Station at 9:00 a.m. HST on Tuesday, July 28, 2009 and at the Kaunakakai Pump Station at 10:00 a.m. HST on Wednesday, July 29, 2009. Those who do not attend both of the pre-bid meetings and register their attendance in writing for both meetings will not be permitted to bid on the project. Interested parties may contact Mr. Eric Nakagawa, the Construction Manager, at (808) 270-7422 for directions to the site or with questions about the project.

 

The Contractor, and his subcontractor(s), if any, shall comply with all applicable revisions of the law relative to the Prevailing Wage Schedule, as required under Chapter 104, HRS.

 

No proposal will be considered unless accompanied by one of the following forms of bidder's security: a cashier's check, a certified check on a bank insured by the Federal Deposit Insurance Corporation, or a bidder's bond executed by an approved surety insurer, made payable to the Director of Finance in the manner, form and amount required in Section 103D-323, HRS. The proposal guaranty shall be at least five percent (5%) of the total of the bid submitted.

 

Bidders are required to comply with newest procurement code, HRS, Chapter 103-D, any rules and regulations and policy directives issued with respect to Chapter 103-D and any amendments thereof.
