PURSUANT TO CHAPTER 103D, HRS, SEALED PROPOSALS for WAILEA ALANUI CULVERT REPLACEMENT, JOB NO. 09-19, DISTRICT OF KIHEI, ISLAND OF MAUI, will be received and time stamped by the Bid Receiver, Purchasing Division, Department of Finance until 2:00 P.M., on THURSDAY, AUGUST 6, 2009 at which time and place the sealed proposals will be publicly opened and read out loud.

Bids shall be received at the Wells Street Professional Center, 2145 Wells Street, Suite 104, Wailuku, Hawaii, 96793.

This project involves the construction of approximately 150 linear feet of 36" diam., 41 linear feet of 30" diam. and 33 linear feet of HDPE pipe; 16 C.Y. of C.R.M. inlet structures; 3 pre-cast curb inlet CB’s; Also involved are the reconstruction of A.C. pavement, roadway striping, concrete curb and gutters, and other incidental work.

Plans and specifications may be examined at said office and borrowed at the Division of Purchasing, Department of Finance, County of Maui, 2145 Wells Street, Suite 104, Wailuku, Maui, Hawaii 96793. Borrowed plans and specifications shall be returned intact and in good condition within 30 days after the bid opening date.

To be eligible to bid, bidders must possess a valid State of Hawaii General Engineering Contractor’s "A" license, or Specialty Contractor’s "C" licenses, prior to the award of the contract.

Any person, firm or corporation that submits a proposal is requested to provide the County with a current statement or certificate from the Director of Taxation and the Internal Revenue Services (IRS) to the effect that all delinquent taxes levied or accrued under State statues against said person, firm or corporation has been paid, and any other evidence requested by and accepted to the contracting officer to demonstrate that the prospective bidder is not in default of any obligation due to the State or any of its political subdivisions. The above information is requested to be submitted with the bidders proposal. The bidder is directed to the Notice for Tax Clearance Requirement contained herein and made an integral part of this bid.

The County of Maui, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252) and the Regulations of the U.S. Department of Transportation (Title 49, Part 21) issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that the contract entered into pursuant to this advertisement will be awarded to the lowest responsible bidder without discrimination on the grounds of race, color, religion, sex, national origin, age, or disability.

The Equal Employment Opportunity Regulations of the Secretary of Labor implementing Executive Order 11246 shall be complied with on this project.

Each proposal shall be on a form furnished by the Department of Public Works, County of Maui. The proposal guaranty shall be equal to at least five percent (5%) of the total amount of the bid submitted.

Estimated construction cost is between $150,000 - $300,000.

The Department of Finance reserves the right to reject any or all proposals and to waive any defects in said proposals for the best interest of the public.
