WAILUKU-KAHULUI WASTEWATER RECLAMATION FACILITY
TSUNAMI PROTECTION PROJECT
COUNTY JOB NO 07-32 AND EPA CONSENT DECREE WWRF CONCRETE REHABILITATION PROJECT FOR THE DEPARTMENT OF ENVIRONMENTAL MANAGEMENT, PROJECT NO WW09-02
AT KAHULUI, MAUI, HAWAII

Pursuant to Chapter 103-D, HRS, sealed bids for the following construction project: "WAILUKU-KAHULUI WWRF TSUNAMI PROTECTION PROJECT, COUNTY JOB NO 07-32 AND EPA CONSENT DECREE WWRF CONCRETE REHABILITATION PROJECT FOR THE DEPARTMENT OF ENVIRONMENTAL MANAGEMENT, PROJECT NO WW09-02", will be received and time stamped by the Bid Receiver, County of Maui, Department of Finance, Purchasing Division, Wells Street Professional Center, 2145 Wells Street, Suite 104, Wailuku, Maui, Hawaii 96793 until 2:00 p.m. Hawaii Standard Time, on OCTOBER 21, 2009. Bids shall be addressed to the Bid Receiver, Finance Department and shall be labeled "WAILUKU-KAHULUI WWRF TSUNAMI PROTECTION PROJECT, COUNTY JOB NO 07-32 AND EPA CONSENT DECREE WWRF CONCRETE REHABILITATION PROJECT FOR THE DEPARTMENT OF ENVIRONMENTAL MANAGEMENT, PROJECT NO WW09-02". Bids will be opened publicly and read aloud immediately thereafter.

Work under this contract includes furnishing all labor, materials, equipment and services required for the strengthening of the existing Effluent Meter Structure, Chlorine Contact Chamber, Sand Filters, Secondary Clarifiers, Headworks Building, and Concrete Rehabilitation at the Wailuku-Kahului Wastewater Reclamation Facility, located at 281 Amala Place, Kahului, Hawaii.

These improvements include the following elements:

Thickening of the existing east side concrete wall and foundations at the Effluent Meter Structure, Chlorine Contact Chamber, Sand Filters and Secondary Clarifiers,

Thickening of portions of the existing north side foundation at the Secondary Clarifiers,

Demolition of portions of existing at-grade improvements at the headworks building.

Construction of a new at-grade concrete wall, foundation and new flood door at the headworks building,

Spall and crack repairs at the headworks building, Aeration tanks, Secondary Clarifiers, pipe gallery entrance, and sludge holding tanks,

Demolition of existing concrete sluice gate platform and existing precast concrete bridge and installation of new sluice gate platform and cast-in-place concrete bridge,

Installation of new supports for the mixed liquor channel and existing pipe gallery slab,

Repairs to concrete defects and application of protective coating on interior surfaces of the mixed liquor channel.

Construction of additional related improvements,

Incidental work such as rerouting of various pipes and conduits, and relocation of handrails and other appurtenances as required,

Restoration of surrounding area to the original condition

CONTRACTOR’S LICENSE REQUIRED: A

STATE REVOLVING FUND (SRF) & AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) INFORMATION

This project is being funded through State Revolving Fund (SRF) program which is receiving economic stimulus funds through the American Recovery and Reinvestment Act of 2009 (AARA). All projects funded with ARRA funds or SRF federal or state funds must comply with federal "cross-cutter" regulations. Projects receiving ARRA funds are also subject to ARRA "Buy American" requirements as provided in Section 00900 of the contract documents.

Percentage (%) of the total cost of the project which will be financed by SRF/ARRA money – 100%

Dollar amount of SRF/ARRA funds for the project - $3,750,000.00 (Three Million Seven Hundred Fifty Thousand USD)

Percentage (%) and dollar amount of the total cost of the project that will be financed by non-government sources – none.

Contract Documents and proposal forms may be obtained August 31, 2009 at the office of the Director of Finance, County of Maui, Department of Finance, Purchasing Division, Wells Street Professional Center, 2145 Wells Street, Suite 104, Wailuku, Maui, Hawaii 96793. Each set of bid documents will consist of a Compact Disc (CD) with Drawings and Specifications in electronic portable document format ("PDF").

Bidders must be qualified in compliance with section 103D-310 of the Hawaii Revised Statutes.

Pursuant to the General Conditions Section 00710-2.09 of the Project Specifications, a mandatory pre-bid meeting shall be held at least fifteen (15) calendar days prior to the opening of the bids. Interested parties are to meet at the Wailuku-Kahului Wastewater Reclamation Facility conference room, at 281 Amala Place, at 9:30 a.m. September 30, 2009. Prospective bidders are invited to visit the site after the meeting.

THOSE WHO DO NOT ATTEND THE PRE-BID MEETING AND REGISTER THEIR ATTENDANCE IN WRITING WILL NOT BE PERMITTED TO BID ON THE PROJECT

The Contractor, and his subcontractor(s), if any, shall comply with all applicable revisions of the law relative to the Prevailing Wage Schedule, as required under Chapter 104, HRS.

No proposal will be considered unless accompanied by one of the following forms of bidder's security: cash, a cashier's check, a certified check on a bank insured by the Federal Deposit Insurance Corporation, or a bidder's bond executed by an approved surety insurer, made payable to the Director of Finance in the manner, form and amount required in Section 103-323 of the Hawaii Revised Statutes. The proposal guaranty shall be equal to at least five percent (5%) of the total of the bid submitted.

Bidders are required to comply with newest procurement code, HRS, Chapter 103-D, any rules and regulations and policy directives issued with respect to Chapter 103-D and any amendments thereof.

Bidders must correctly prepare and submit the documents listed in Section 00300, Bid Proposal.

Bidders are requested to submit with their proposal, a State and Federal tax clearance certificate.
