PURSUANT TO CHAPTER 103D, HRS, SEALED PROPOSALS for LANAI DRAINAGE DITCH AT FRASER, JOB NO. 09-29, DISTRICT OF LANAI, ISLAND OF LANAI, will be received and time stamped by the Bid Receiver, Purchasing Division, Department of Finance, County of Maui, 2145 Wells Street, Suite 104, Wailuku, Maui, Hawaii 96793, until 2:00 P.M., THURSDAY, NOVEMBER 5, 2009 at which time and place the sealed proposals will be publicly opened and read.

This project involves installing a 60-inch culvert with Cement Rubble Masonry Headwalls. The work also include CRM headwalls, and Hydro-mulch seeding.

Specifications and plans may be examined at said office and borrowed at the Division of Purchasing, Department of Finance, County of Maui, 2145 Wells Street, Suite 104, Wailuku, Maui, Hawaii 96793. Borrowed specifications shall be returned intact and in good condition within 30 days after the bid opening date.

The County of Maui, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252) and the Regulation of the U.S. Department of Transportation (Title 49, Part 21) issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that the contract entered into pursuant to this advertisement will be awarded to the lowest responsible bidder without discrimination on the grounds of race, color, religion, sex, national origin, age, or disability.

The Equal Employment Opportunity Regulations of the Secretary of Labor implementing Executive Order 11246 shall be complied with on this project.

Each proposal shall be on a form furnished by the Department of Public Works, County of Maui. The proposal guaranty shall be equal to at least five percent (5%) of the total amount of the bid submitted.

Estimated construction cost is between $200,000 and $300,000.

The Department of Finance reserves the right to reject any or all proposals and to waive any defects in said proposals for the best interest of the public.
