Pursuant to Chapter 103D, Hawaii Revised Statutes, SEALED BIDS for supplying, furnishing and paying for all labor, materials, tools, transportation and equipment necessary to construct in place complete, all work as called for in the plans and specifications for the KAUNAKAKAI GYM PAINTING & REPAIRS, Molokai, Maui, Hawaii, Job No. P09/010, for the Department of Parks and Recreation, County of Maui, will be received by the Bid Receiver, Purchasing Division, Department of Finance, Wells Street Professional Building, 2145 Wells Street, Suite 104, Wailuku, Maui, Hawaii up to and publicly opened at 2:00 P.M. on THURSDAY, NOVEMBER 19, 2009.

NOTICE OF SMALL BUSINESS SET-ASIDE

(a) Definition. "Small business concern." as used in this clause, means a concern that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the size standards in this solicitation. For the purposes of this bid, it is a firm that is no larger than $14,000,000.00 in gross annual revenues.

(b) General.

(1) Offers are sought from Molokai based small business concerns.
(2) Any award resulting from this solicitation will be made first to a qualified Molokai based small business concern. If there are no offers submitted, then other offers will be accepted from offerors that meet criteria defined in the specifications.

The bid document, including drawings and specifications, will be available on compact disk and may be obtained at the office of the Purchasing Division, Department of Finance, Wells Street Professional Building, 2145 Wells Street, Suite 104, Wailuku, Maui, Hawaii.

All prospective bidders shall possess a "B" or "C" license held in the State of Hawaii, with appropriate Subcontractors.

The Contractor and his Subcontractor(s), if any, shall comply with all applicable revisions of the prevailing wage rate schedule as required under Chapter 104 of the Hawaii Revised Statutes.

No proposal will be considered unless accompanied by one of the following forms of bidders’ security: cash, a cashier’s check or certified check on a bank insured by the Federal Deposit Insurance Corporation, or a bidder’s bond executed by an approved surety insurer, made payable to the Director of Finance in the manner, form, and amount required by Section 103D-323 of the Hawaii Revised Statutes. The proposal guaranty shall be equal to at least five percent (5%) of the total amount of the bid submitted.
