Pursuant to Chapter 103D, HRS, sealed bids for the following construction project, “LAHAINA WWPS NO. 3 FORCE MAIN REPLACEMENT AND WAHIKULI PEDESTRIAN TRAIL PROJECT, COUNTY JOB WW09-01”, will be received and time stamped by the Bid Receiver, County of Maui, Purchasing Division, Wells Street Professional Center, 2145 Wells Street, Suite 104, Wailuku, Maui, Hawaii 96793 until 2:00 PM Hawaii Standard Time, on FRIDAY, OCTOBER 14, 2011. Bids shall be addressed to the Bid Receiver, Finance Department, and shall be labeled “LAHAINA WWPS NO. 3 FORCE MAIN REPLACEMENT AND WAHIKULI PEDESTRIAN TRAIL PROJECT, COUNTY JOB WW09-01”. Bids will be opened publicly and read aloud immediately thereafter.

The scope of work for this project consists of:

1. Lahaina WWPS No. 3 Force Main Replacement: New wastewater force main and gravity sewer line between the original Lahaina No. 3 WWPS (abandoned 1997), located approximately 1,100 feet north of the intersection of Honoapiilani Highway and Fleming Road, and an existing sewer manhole in the Honoapiilani R-O-W, approximately 350 feet north of the golf cart bridge across Honoapiilani Highway at the Kaanapali Golf Course.

This portion of the work consists of the following major elements:

a. 20-in PVC sewer force main, 6,635 feet long
b. 24-in PVC sewer gravity line, 276 feet long
c. Two (2) concrete sewer manholes
d. One (1) concrete vault, 18’-6” wide x 19’-6” long by 12’-9” tall.
e. Restoration of one (1) existing sewer manhole on the Honoapiilani Highway R-O-W.

2. Wahikuli Pedestrian Trail: New 6’ wide concrete pedestrian pathway, 4,829 feet long, located along Wahikuli Wayside Park and Hanakaoo Beach Park.

The contractor shall furnish all labor, equipment and materials and appurtenances required to complete the work as shown on the plans and specifications, including but not limited to; excavation, dewatering, shoring, backfilling, soil compaction testing, connecting to existing sewer utilities; force main pressure testing; temporary removal and restoration of existing park facilities, such as benches, shelters, water fountains, gates, fences, sidewalks, driveways, water and electric lines, etc.; trimming and restoration of existing trees, lawns; restoration of existing pavements and final cleanup.

Dollar amount of County funds for the project:

1. Wastewater System Improvements: 20-in Force Main, 24-in Gravity Sewer Line and portion of the Wahikuli Pedestrian Trail concurrent with the Force Main Alignment (651 feet).
$7,560,000 (Seven million, five hundred and sixty thousand dollars)
2. County Park Improvements: Wahikuli Pedestrian Trail Portion not concurrent with Force Main Alignment (4,178 feet)
$200,000 (Two-hundred thousand dollars)
Total amount of County Funds:
$7,760,000 (Seven million, seven hundred and sixty thousand dollars)

Contract Documents and proposal forms may be obtained on or after Monday, September 12, 2011 at the office of the Director of Finance, Purchasing Division, 2145 Wells Street, Suite 104, Wailuku, Maui, Hawaii. Each set of Contract Documents will consist of a Compact Disc (CD) with Specifications and Drawings in portable electronic format (“pdf”).

Bidders must be qualified in compliance with Section 103D-310 of the Hawaii Revised Statutes.

Bidders shall be licensed in accordance to Chapter 444, HRS, relating to the licensing of Contractors, and comply with the professional licensing verification requirements of Paragraph 00100-1.05 C of the Project Specifications.

This project is being funded through the State Revolving Fund (SRF) program. All projects funded with SRF Federal or State-Match funds must comply with all Federal regulations listed as applicable “Cross-Cutter” regulations which have been determined as applying to the SRF Loan Program.


A. Percentage (%) of the total cost of the project which will be financed by SRF money – 97%

B. Dollar amount of SRF funds for the project - $7,560,000 (Seven million, five hundred and sixty thousand dollars)

C. Percentage (%) and dollar amount of the total cost of the project that will be financed by non-SRF government sources – 3% - $200,000 (Two-hundred thousand dollars)

D. Percentage (%) and dollar amount of the total cost of the project that will be financed by non-government sources - NONE

The Contractor, and his subcontractor(s), if any, shall comply with all applicable revisions of the law relative to the Prevailing Wage Schedule, as required under Chapter 104, HRS.

Failure to comply with the above requirements shall be grounds for bid rejection as “non-responsive”.

A pre-bid meeting and site tour will be conducted for the project. Interested parties are to meet at the LAHAINA CIVIC CENTER, (Large Conference Room Below Gym), 1840 Honoapiilani Highway, Lahaina, Hawaii on Thursday, September 29, 2011 at 9:00 AM. The pre-bid meeting is not mandatory; however bidders are encouraged to attend. Interested parties may contact the County Project Manager, Mr. Juan A. Rivera, P.E., at (808) 270-7268 for directions or with questions about the project.

No proposal will be considered unless accompanied by one of the following forms of bidder's security: cash, a cashier's check, a certified check on a bank insured by the Federal Deposit Insurance Corporation, or a bidder's bond executed by an approved surety insurer, made payable to the County of Maui in the manner, form, and amount required in Section 103D-323 of the Hawaii Revised Statutes. The proposal guaranty shall be equal to at least five percent (5%) of the total of the bid submitted.

Bidders must correctly prepare and submit the documents listed in Section 00300, Proposal.
