Pursuant to Chapter 103D, HRS, sealed bids for the following construction project, “KIHEI WWRF LIFT STATION NO. 1 REHABILITATION PROJECT, COUNTY JOB WW11-04”, will be received and time stamped by the Bid Receiver, County of Maui, Purchasing Division, Wells Street Professional Center, 2145 Wells Street, Suite 104, Wailuku, Maui, Hawaii 96793 until 2:00 PM Hawaii Standard Time, on TUESDAY, NOVEMBER 8, 2011. Bids shall be addressed to the Bid Receiver, Finance Department, and shall be labeled “KIHEI WWRF LIFT STATION NO. 1 REHABILITATION PROJECT, COUNTY JOB WW11-04”. Bids will be opened publicly and read aloud immediately thereafter.

The scope of work for this project consists of:

1. Demolition of an existing sewage lift station and miscellaneous underground utilities.

2. Construction of a new lift station consisting of a 5 ft dia x 9 ft deep precast concrete wetwell supported by a 8 ft dia x 1.5 ft thick reinforced concrete slab and capped with a precast top cover; Two (2) submersible pumps (3 hp each); a 4 ft x 4 ft x 3 ft precast concrete valve box; In place, complete, including all required piping, appurtenances and site restoration.

The contractor shall furnish all labor, equipment and materials and appurtenances required to complete the work as shown on the plans and specifications, including but not limited to; excavation, dewatering, shoring, backfilling, soil compaction testing, connecting to existing sewer utilities; force main pressure testing; temporary removal and restoration of existing park facilities, such as benches, shelters, water fountains, gates, fences, sidewalks, driveways, water and electric lines, etc.; trimming and restoration of existing trees, lawns; restoration of existing pavements and final cleanup.

Amount of County funds for the project - $1,000,000 (One million dollars)

Contract Documents and proposal forms may be obtained on or after Monday, October 3, 2011 at the office of the Director of Finance, Purchasing Division, 2145 Wells Street, Suite 104, Wailuku, Maui, Hawaii. Each set of Contract Documents will consist of a Compact Disc (CD) with Specifications and Drawings in portable electronic format (“pdf”).

Bidders must be qualified in compliance with Section 103D-310 of the Hawaii Revised Statutes.

Bidders shall be licensed in accordance to Chapter 444, HRS, relating to the licensing of Contractors, and comply with the professional licensing verification requirements of Paragraph 00100-1.05 C of the Project Specifications.

Contractor’s license required: A

The Contractor, and his subcontractor(s), if any, shall comply with all applicable revisions of the law relative to the Prevailing Wage Schedule, as required under Chapter 104, HRS.

Failure to comply with the above requirements shall be grounds for bid rejection as “non-responsive”.

A pre-bid meeting and site tour will be conducted for the project. Interested parties are to meet at the KIHEI WASTEWATER RECLAMATION FACILITY (Training Room), 480 Welakahao Road, Kihei, Hawaii on Friday, October 21, 2011 at 9:00 AM. The pre-bid meeting is not mandatory; however bidders are encouraged to attend. Interested parties may contact the County Project Manager, Mr. Juan A. Rivera, P.E., at (808) 270-7268 for directions or with questions about the project.

No proposal will be considered unless accompanied by one of the following forms of bidder's security: cash, a cashier's check, a certified check on a bank insured by the Federal Deposit Insurance Corporation, or a bidder's bond executed by an approved surety insurer, made payable to the County of Maui in the manner, form, and amount required in Section 103D-323 of the Hawaii Revised Statutes. The proposal guaranty shall be equal to at least five percent (5%) of the total of the bid submitted.

Bidders must correctly prepare and submit the documents listed in Section 00300, Proposal.
